Historical event guide — COP28, Dubai, 2023: This article originally supported travel planning for a past conference. COP28 has concluded; the hotel and flight arrangements discussed at the time are not current offers.
The UNFCCC COP28 conference took place in Dubai from 30 November to 13 December 2023. Its concentrated programme illustrates why a major-event flight plan needs to consider airport access and the final venue together.
Airport acceptance and parking
The original guide considered Dubai International and Al Maktoum International as arrival options. For any new event, the operator must check current slots, permissions, parking and handling for the aircraft and schedule. Airport proximity alone does not establish acceptance, and permit lead times cannot be assumed from a past event.
Review the Dubai private jet terminals guide, DXB operator guide and DWC operator guide when preparing a new movement.
Plan the venue transfer with the flight
A major-event itinerary should include the venue address, attendance deadline, hotel check-in, passenger and baggage requirements, and confirmed ground transport. Ask providers to acknowledge revised flight timings and keep a contingency for congestion or delayed arrival. Historical hotel lists, room availability and transfer estimates should not be reused as current booking information.
Fuel and operational coordination
Operators planning a new Dubai movement can request aviation fuel supply through trusted fuel supply partners, backed by flight support. Confirm the uplift quantity, delivery window, quotation scope and related airport services for the actual schedule. This historical guide does not establish a sustainable-fuel offer or an emissions reduction for a flight.
