Choosing an FBO: Handling Scope and Aircraft Acceptance

In Ground Handling and Supervision by ASM Editorial Team

Choosing a fixed-base operator starts with the aircraft mission and required service scope. An executive lounge is only one part of the arrangement. Confirm which local party provides each aircraft, passenger and crew service.

Fixed Base Operator (FBO)

Establish aircraft and airport acceptance

Provide aircraft type and registration, route, schedule with time zone, parking duration and equipment requirements. The carrier reviews aircraft suitability. Airport movement acceptance, parking and handler acknowledgement are separate confirmations; a terminal booking does not establish them all.

List the handling scope

Specify towing, ground power, stairs, baggage and passenger transport, catering, cleaning and any assistance. Ask which services the FBO accepts directly and which depend on other providers. Record acknowledgement and timing for each request.

Prepare passengers and crew

Confirm terminal entrance, meeting contact, reporting time and required documents. Security, customs and immigration remain applicable. Declare mobility needs, pets and equipment before acceptance. Confirm crew accommodation and transport against the next sector; a passenger facility does not establish a suitable crew-rest plan.

Compare charges and fuel

Review handling quote validity, currency, inclusions, exclusions and amendment conditions. Check parking and separately charged equipment where applicable. Compare fuel grade, quantity and unit, quote terms and release status separately. A terminal’s amenities do not prove a lower price or superior safety.

Agree amendments and escalation

Identify who can order services, approve charges and amend the schedule. The operator, broker, FBO and support provider may have different roles. Maintain one latest accepted confirmation record to avoid duplicate instructions.

Use the Dubai terminal checklist for a station example. Discuss ground handling or send ASM the flight brief.
