A private charter to the Maldives is rarely just one flight.

For many island resorts, the international charter is only the first part of the journey. After arriving at Velana International Airport, passengers may still need a seaplane, domestic flight or speedboat before reaching the final island.

That second leg can determine the timing of the entire charter.

Seaplanes operate only during daylight. Domestic connections follow their own schedules. Baggage limits may be considerably lower than those of the international aircraft. Some resorts are close enough for a speedboat transfer, while others are better served through a regional airport.

The airport code on the international charter does not tell the full story.

The Maldives is spread across multiple atolls, and resorts may be reached in four main ways:

• International flight to Velana followed by speedboat
• International flight to Velana followed by seaplane
• International flight to Velana followed by a domestic flight and boat
• Direct international charter to another suitable Maldivian airport, followed by a shorter local transfer

For this reason, ASM Charter needs the exact resort or island, not simply “Maldives,” when reviewing the journey.

A flight arriving into Malé at 18:00 may look perfectly workable from an international aviation perspective. If the resort requires a seaplane, however, the passenger may no longer be able to reach the island that evening.

That is why the final transfer should be confirmed before the international departure time is fixed.

Airport options for a private charter to the Maldives

Velana International Airport is the principal gateway, but it is not the only international airport that may be relevant.

Because road transfers have limited relevance in an island nation, the table uses onward resort transfer rather than only drive time.

The current Maldives AIP publishes Velana International Airport as H24 for airport operations, customs and immigration, fuel, handling and security, with prior permission required for non-scheduled traffic.

Maafaru is also published as an H24 aerodrome, with H24 ATS, fuel and handling. Its customs service is not listed as H24, so international passenger processing should be specifically confirmed when the airport is being considered as the entry point.

Gan International Airport publishes H24 customs, immigration, fuel, handling and security, with prior permission required for non-scheduled traffic.

Velana International Airport: the main gateway

Velana International Airport will normally be the first airport considered for a Maldives charter.

It provides the broadest onward network to island resorts through:

• Speedboat transfers
• Seaplane operations
• Domestic airline connections
• Resort-arranged transfers

The important planning point is that the international aircraft and the resort transfer should not be treated as independent bookings.

The private charter arrival time should allow for immigration, customs, baggage transfer and movement between the international arrival process and the onward transfer point.

For seaplane journeys in particular, this buffer can determine whether passengers reach their resort the same day.

Seaplane transfers: arrival time matters

This is the most important operational constraint for many Maldives journeys.

Trans Maldivian Airways states that seaplanes operate from sunrise to sunset only because water take-offs and landings are conducted in daylight conditions. TMA recommends that travellers who want to reach their resort on the same day plan to arrive in the Maldives by approximately 15:30 local time.

That 15:30 timing should be treated as a planning guideline rather than a guarantee of a particular connection.

The transfer still depends on:

• International flight arrival time
• Immigration and customs
• Baggage delivery
• Resort transfer confirmation
• Seaplane availability
• Weather
• Daylight
• The location of the resort
• The day’s seaplane operating sequence

If the private charter reaches Velana too late for the confirmed seaplane, passengers may need to stay overnight in Malé or Hulhumalé and continue the following morning.

For families, groups and passengers arriving after a long international sector, this is worth identifying before the charter schedule is accepted.

Departure timing matters too

The same issue applies on the return journey.

TMA states that its transfer planning accommodates guests whose scheduled international departure is after 09:00. Earlier departures can therefore require additional planning.

For a private charter, an early requested departure from Velana may look attractive because the passengers control the international schedule.

But if the resort can only release passengers by seaplane after sunrise, the aircraft departure time must be built around when the passengers can actually reach MLE.

In some cases, the better solution may be:

• A later private-charter departure
• A boat transfer where appropriate
• A domestic flight from a nearby airport
• An overnight stay closer to Velana before an early departure

The international aircraft should therefore not be positioned around a departure time that the resort transfer cannot support.

Seaplane baggage limits

The aircraft used for the international charter may accept considerably more luggage than the seaplane used for the final transfer.

Trans Maldivian Airways currently publishes a standard allowance of 25 kg per passenger, consisting of 20 kg checked baggage and 5 kg hand luggage. Additional baggage is subject to space and charges, and individual bags should not exceed the operator’s published limits.

This is particularly relevant for:

• Family holidays
• Longer stays
• Diving equipment
• Watersports equipment
• Photography equipment
• Baby equipment
• Multiple large suitcases
• Groups travelling together

The baggage plan should therefore be checked against the smallest-capacity transport stage, not only the international charter aircraft.

A charter solution that carries all passenger luggage comfortably to Malé does not solve the journey if part of that luggage cannot continue on the confirmed seaplane.

Speedboat transfers

Resorts located closer to Velana may be reached by speedboat instead of seaplane.

Boat transfers are not subject to the same sunrise-to-sunset flying restriction, which can provide greater flexibility for later international arrivals.

However, the practical transfer still depends on:

• Resort location
• Boat availability
• Sea and weather conditions
• Passenger numbers
• Baggage
• Marina or jetty arrangements
• Resort operating procedures

A speedboat should not be assumed simply because the resort appears close to Malé on a map.

The exact transfer mode should be confirmed with the resort before the private-charter itinerary is finalised.

Domestic flight plus boat transfer

For some islands, passengers travel from Velana to a domestic airport before completing the final section by boat.

This can be a practical alternative to a long seaplane sector and may also provide different timing options.

Examples of regional airports used for onward travel include airports serving Baa Atoll, South Ari Atoll and other resort regions.

Unlike a seaplane, a domestic landplane can operate beyond daylight where the airport, schedule and flight operation permit. That does not mean every domestic connection operates late into the evening.

The itinerary needs to confirm:

• Domestic flight schedule
• Minimum connection time at Velana
• Passenger and baggage allowance
• Final boat-transfer time
• Airport operating hours
• Weather
• Resort check-in arrangements

How the journey changes by atoll

Noonu Atoll

For some Noonu Atoll journeys, Maafaru International Airport can materially change the itinerary.

Instead of arriving at Velana and then taking a longer seaplane transfer, an international private charter may be able to operate to Maafaru, subject to aircraft suitability, landing requirements, customs arrangements and airport confirmation.

Passengers would then continue to the final island by an appropriate local transfer.

This does not make Maafaru automatically preferable. The exact resort location and local connection still determine whether the routing saves time.

Baa Atoll

Many Baa Atoll resorts are reached from Velana by seaplane.

Depending on the resort, another option may involve a domestic sector to Dharavandhoo followed by a boat transfer.

The choice should be based on:

A late arrival at Velana can make the domestic-flight option more useful where the corresponding schedule supports it.

South Ari Atoll

South Ari Atoll journeys may involve a seaplane from Velana or a domestic connection towards Villa International Airport Maamigili followed by a resort transfer.

Maamigili’s current AIP publishes customs on request and limited airport operating hours rather than H24 operation. It should therefore not be presented as an unrestricted alternative to Velana.

Southern Maldives

For Addu City and some far-southern journeys, Gan International Airport can avoid routing every international passenger through Malé.

Because Gan is an international airport with H24 customs, fuel and handling, it can be considered where the final destination and aircraft operation make it practical. Prior permission remains required for non-scheduled traffic.
