What information determines Italy's charter-permission pathway?
Identify the operating carrier, aircraft registration, flight classification and complete route. These determine which Italian authority procedure may apply; a broad statement that every flight needs the same permit is insufficient. Keep authority approval separate from each airport's movement acceptance, parking, handling and fuel confirmation, including amendments to the return sector.

Establish the operation and responsible carrier

Ground services and fuel
Specify handling equipment, fuel grade and estimated quantity, catering and crew arrangements. Track quote acceptance, fuel release and physical delivery as different statuses. Repositioning and overnight crew arrangements should be visible before the return is treated as confirmed.
