A UAE medevac charter requires more than sourcing an aircraft. A workable mission must align the patient’s clinical assessment, an appropriately approved aircraft and operator, qualified medical crew, UAE and destination airport access, applicable flight permissions and coordinated ground ambulances at both ends.

This guide explains the planning interfaces involved in a UAE air-ambulance operation. It is not medical advice and does not replace the procedures of the UAE General Civil Aviation Authority, airport operators, health authorities, the aircraft operator or the appointed medical provider.

Start with clinical and operational acceptance

The referring medical team should provide a current clinical summary to the specialist medical-flight provider. The provider determines the required level of care, medical crew, equipment and transport environment. The aircraft operator separately confirms that the proposed people, equipment, route and cabin installation comply with its approvals and operating procedures.

No itinerary should be treated as confirmed until both clinical acceptance and aircraft-operator acceptance are complete.

Aircraft configuration for a medevac mission

Aircraft selection depends on patient condition, route length, loading method, cabin access, range, payload, pressurisation profile, space for clinicians and companions, and the equipment required during flight. A dedicated configuration may include an approved stretcher installation, restraint system, oxygen, monitoring equipment, power supply, suction, medication storage and clinical working space.

Medical equipment must be compatible with the aircraft and accepted by the operator. Batteries, compressed oxygen and other items may require dangerous-goods assessment, documentation, quantity limits, approved packaging or specific stowage.

Medical crew and responsibility

Crew composition is determined by the patient’s condition and the medical provider’s protocols. A mission may require a flight physician, critical-care nurse, paramedic or another specialist. The medical provider remains responsible for clinical care, while the aircraft operator remains responsible for flight safety and operational control.

Before departure, the parties should document clinical handover, responsibility during each ground transfer, communication contacts, equipment ownership and the plan for deterioration or diversion.

Choosing UAE airports

Dubai International, Al Maktoum International, Al Bateen Executive, Sharjah, Abu Dhabi and other UAE airports have different operating profiles, handling arrangements, slot or PPR processes, parking conditions and ambulance-access procedures. The nearest airport is not always the most suitable.

Airport selection should be checked against aircraft performance, operating hours, customs and immigration availability, ambulance access, stretcher-loading capability, handler acceptance, fuel, parking and proximity to the sending or receiving hospital.

Flight permits, slots and clearances

Permit requirements depend on the operator, aircraft registration, route, traffic rights, flight purpose and the States involved. UAE landing permissions, destination permissions and overflight permits may be separate from airport slots, PPR, handling and parking.

The mission purpose and supporting documents should be stated accurately, but medical urgency should never be treated as an automatic exemption. Current requirements must be confirmed with the relevant civil aviation and airport authorities, including the UAE General Civil Aviation Authority where applicable.

Ground-ambulance coordination

The aircraft movement and road transfers must operate as one timeline. Confirm the dispatch point, hospital contact, ambulance provider, airside-access authorization, vehicle and crew identification, meeting point, patient-loading method and handover responsibility at both origin and destination.

Airside ambulance access is subject to airport security and local procedures. Allow time for permits, escorts and access formalities, and establish a backup plan if the nominated vehicle or gate is unavailable.

Documents commonly reviewed

Clinical: current medical summary, fit-to-transfer assessment, care requirements, equipment and medication lists, infection-control information and receiving-facility acceptance.

Passenger and border: passports, visas or entry permissions, companion details and any health-authority documentation required for the journey.

Aviation: aircraft and operator documents, route and schedule, permits, slots or PPR, handling confirmation, equipment acceptance, dangerous-goods documentation and crew details as applicable.

Building a realistic operating timeline

Planning time depends on clinical complexity, aircraft positioning, crew availability, equipment installation, airport access, authority processing and destination requirements. Some urgent missions can be assembled quickly, but no fixed response time should be promised before the providers and authorities confirm feasibility.

Schedule changes can affect permits, slots, crew duty, ground ambulances, hospital handover, handling, fuel and airport access. Every material change should therefore be reconfirmed across the full mission rather than updated in only one system.

Contingency planning

The plan should identify suitable alternates, fuel strategy, weather limitations, medical diversion considerations, receiving facilities and communication responsibilities. A diversion airport must be evaluated for patient transfer and medical support—not only runway compatibility.

Frequently asked questions

Is a UAE medevac flight automatically exempt from permits?

No. Urgent procedures or exemptions may exist in particular circumstances, but the operator must obtain or confirm every authorization applicable to the mission.

Can a normal private jet be used as an air ambulance?

Only when the aircraft, operator approvals, cabin installation, equipment and medical arrangements are suitable and accepted for that specialist operation.

Who provides the medical team?

The appropriately approved medical-flight provider appoints the clinical team according to the patient’s assessed needs.

Can a ground ambulance drive directly to the aircraft?

Only with airport approval and the required airside access, security coordination and escort arrangements.

Is ASM currently accepting UAE medevac bookings?

No. ASM has previous medevac charter support experience but is not currently accepting dedicated MEDEVAC or air-ambulance bookings.
