Istanbul Atatürk Airport (ISL/LTBA): Business Aviation & Cargo Operations

In Airport Operational Guides by ASM Operations Control

Istanbul Atatürk Airport (IATA: ISL; ICAO: LTBA) remains relevant to cargo, business aviation and other permitted specialist operations, even though Istanbul’s main scheduled passenger flights use Istanbul Airport (IST/LTFM). The distinction matters before an operator confirms a route, charter, fuel stop or handling request. LTBA has its own permitted-traffic rules, local capacity controls and airport coordination procedures.

For airlines, flight departments, brokers and cargo operators, this guide explains what to verify before operating at LTBA and how Aviation Services Management (ASM) can coordinate flight support and aviation fuel services for an eligible movement.

The identifiers and operational limitations are published by Türkiye’s State Airports Authority (DHMİ), including the Türkiye AIP, AD 2 LTBA and the DHMİ airport information page.

Which flights can use Istanbul Atatürk Airport?

LTBA should not be treated as Istanbul’s former all-purpose passenger gateway. The published AIP AD 2.20 local traffic regulations exclude scheduled and unscheduled domestic and international commercial passenger flights. They identify cargo, maintenance/technical, general aviation, air taxi, business, state aircraft and other operations authorised by the competent authority as eligible categories.

Those categories are not a blanket approval for every aircraft or charter. The operator’s legal status, flight purpose, passenger or cargo activity, traffic rights, documents, aircraft dimensions and airport acceptance still require review. A proposed commercial passenger itinerary must not be assumed permissible merely because the aircraft is a business jet.

Technical landings and planned diversions need particular care: the AIP states that technical landing and divert flights without aerodrome-authority permission are not accepted for landing or take-off. Operators planning a fuel stop or alternate should establish the applicable acceptance and approval requirements in advance; immediate operational emergencies must be handled under the appropriate ATC and safety procedures.

LTBA versus Istanbul Airport (IST/LTFM)

The two airports have different operational purposes. Istanbul Airport (IST/LTFM) is the city’s main scheduled passenger hub. Atatürk Airport (ISL/LTBA) is a separate aerodrome with a restricted traffic profile. Sabiha Gökçen Airport (SAW/LTFJ) is another distinct Istanbul-area airport, not an interchangeable code for either LTBA or LTFM.

For a business, cargo or special operation, airport selection must reflect the exact movement: aircraft characteristics, permission to operate, intended passenger or cargo carriage, schedule, parking, handler acceptance, fuel requirements and onward ground arrangements. Do not reuse permits, slots, fuel releases or handling instructions issued for IST when planning LTBA.

Flight permits, airport scheduling and local restrictions

The permission path depends on whether the movement is non-commercial general aviation, air taxi, cargo, state, maintenance or another category. Operators should verify current requirements with Türkiye’s Directorate General of Civil Aviation (SHGM), the airport authority and relevant airport coordination parties. A flight plan does not replace airport acceptance or any required operating authorisation.

DHMİ identifies Atatürk Airport as a Level 2 schedule-facilitated airport and publishes contact arrangements for seasonal scheduling and short-notice requests. The airport is shown as operating 24 hours, but the schedule-coordination office has separate business hours and an out-of-hours process. See the DHMİ Atatürk Airport schedule coordination page.

The AIP also sets local limits on movements and aircraft suitability. For example, published AD 2.20 procedures address constrained hourly traffic, training restrictions, certain VFR movements and very large aircraft. These details can be amended: operators should use the current AIP, applicable NOTAMs, ATC procedures and confirmed airport approval rather than relying on an evergreen website article for operational clearance.

ASM can assist with flight permits, scheduling coordination and flight planning, subject to the relevant authority’s decision and current operating rules.

Ground handling, parking, cargo and border formalities

The Türkiye AIP lists handling, customs and immigration services at LTBA, but a published facility listing does not establish that every service, apron position or processing arrangement is available for every aircraft at the requested time. Confirm the appointed handler, aircraft parking, turnaround or overnight requirements, airside access, ground support equipment, crew movements and cargo-handling capability before dispatch.

For cargo, provide the shipment description, pieces and dimensions, loading and unloading method, security or customs requirements and any special commodity details. Equipment suitability must be checked against the actual aircraft, cargo and approved operating procedures. For business aviation, also confirm the passenger and crew processing point and any special terminal or transport arrangements.

For longer ground time, maintenance or special services, verify local hangar or maintenance availability separately; the AIP notes that hangar space for visiting aircraft is limited and subject to prior permission from the hangar operator. ASM’s ground-handling coordination connects these requirements with the operator’s wider schedule.

Jet A-1 fuel and uplift planning at LTBA

The LTBA AIP lists Jet A-1 and fuelling facilities, with published H24 service hours. For a planned uplift, the important question is not simply whether fuel is listed as available: it is whether the correct grade, quantity, commercial arrangement, release and physical delivery window are confirmed for the specific movement.

Send the airport code LTBA, operating date, estimated arrival and departure times (with time zone), aircraft type and registration, fuel grade, estimated uplift quantity and units, and the operator or party responsible for the commercial arrangement. Reconfirm the request after a route, aircraft or schedule change.

ASM supplies aviation fuel through established oil companies, local fuel providers and into-wing refuelling partners. The team can coordinate quotation, release follow-up and uplift arrangements alongside other services. See ASM aviation fuel services and the outstation fuel planning checklist. Availability and delivery remain subject to the applicable supplier and airport confirmations.

LTBA operator pre-flight checklist

  • Confirm eligibility: flight purpose, aircraft, operator and type of carriage fit the airport’s currently permitted traffic categories.
  • Check authorisations: determine permits, operating permissions, traffic-rights and airport acceptance requirements for the particular movement.
  • Coordinate the schedule: confirm the applicable DHMİ schedule process and the intended operating window, including any restrictions or out-of-hours procedure.
  • Book ground services: secure handler acceptance, parking, required GSE, cargo arrangements and border-processing requirements.
  • Confirm fuel: ensure quote acceptance, release details and into-wing delivery coordination match the latest flight information.
  • Review aircraft suitability: check dimensions, parking and local operational limitations against current AIP information.
  • Recheck before departure: current NOTAMs, airport instructions, weather, routing, airspace, crew logistics and contact details.

Frequently asked questions

Is Istanbul Atatürk Airport (LTBA) closed?

No. It is no longer Istanbul’s main scheduled commercial passenger airport, but DHMİ still lists Atatürk Airport for cargo and general aviation, with additional permitted categories and limitations under the AIP.

Can a private jet operate at LTBA?

Business and general aviation appear among the permitted traffic categories, subject to the aircraft’s and operator’s eligibility, the intended operation and airport or authority approvals. The category should be confirmed before the itinerary is accepted.

Can LTBA be used for a technical fuel stop or diversion?

Not automatically. The published AIP requires aerodrome-authority permission for technical landing and diversion flights. Any proposed stop requires an operation-specific check; emergency flight handling remains subject to ATC and applicable safety procedures.

Is Jet A-1 available at Atatürk Airport?

The AIP lists Jet A-1 and fuelling facilities. A particular uplift is not confirmed until the supplier, quantity, timing, commercial arrangement and release are accepted for the actual movement.

Is LTBA the same as Istanbul Airport (IST)?

No. LTBA is Istanbul Atatürk Airport (ISL), while LTFM is Istanbul Airport (IST). The airports have different permitted operating roles and coordination requirements.
