Hajj flight programmes concentrate aircraft movements, passenger processing and ground services into a limited seasonal window. For airlines, charter airlines and wet lease operators, the practical task is to keep the rotation, permissions, fuel plan and passenger arrangements consistent as the programme develops.
This is an operator planning checklist. Pilgrimage eligibility, visas and approved travel packages are separate from aircraft permissions. The airline, authorised pilgrimage organiser and relevant authorities retain their respective responsibilities. Check the Saudi Ministry of Hajj and Umrah, aviation authority instructions and airport notices for the proposed season.
Build one controlled rotation plan
Start with aircraft type and registration, operating carrier, flight purpose, origin and destination airports, arrival and departure times with time zones, expected passenger and baggage loads, and intended positioning sectors. Identify which version of the programme is approved internally and who can authorise changes. A revised passenger schedule should trigger a review of the connected aircraft services.
Separate permits, slots and airport acceptance
Confirm the authority application pathway and required documents for each route and aircraft. A submitted permit application is not an approval. Airport slots, PPR where applicable, parking and handling acceptance need separate confirmation; one reference does not establish that the entire movement is accepted.
Check the validity of approvals against the actual operating dates, aircraft and route. Keep unresolved items visible before departure and ask the responsible authority or local provider how a change must be submitted. ASM’s permit coordination team can follow up on applications within the agreed service scope.
Plan fuel for each station and revision
Prepare a station-by-station request showing fuel grade, expected uplift quantity, aircraft details, operating date and delivery window. Obtain a quotation that identifies its validity, charges and confirmation conditions. Check that the release and into-wing arrangements still match the schedule after a delay, aircraft substitution or airport change.
ASM supplies aviation fuel through trusted fuel supply partners, backed by flight support. The Hajj and Umrah airline fuel checklist explains the fuel-buying brief in more detail; this article covers the wider flight programme.
Agree passenger and baggage handovers
Give the handler the carrier’s passenger-processing requirements, expected group size, assistance needs and baggage plan. Identify the organiser’s contact for document problems and the carrier’s contact for manifest or loading changes. The airline and authorities determine baggage allowances and Zamzam carriage conditions; confirm those rules before passengers reach the airport.
Check meeting points, transport capacity and the handover from airport processing to the authorised organiser. A flight-support arrangement does not provide pilgrimage permission or replace immigration checks.
Connect crew logistics and disruption planning
Confirm crew transport, accommodation, check-in arrangements and local service contacts around the rotation. The operator remains responsible for flight duty and rest decisions. If a movement changes, ask providers to acknowledge the revised timing and assess whether the aircraft can still complete the programme.
For a diversion or disrupted rotation, review alternative-airport acceptance, permissions, fuel, handling, passenger transport and crew accommodation. Record who can approve extra services and costs rather than assuming the original scope covers every change.
Keep historical results separate
ASM reported supporting around 500 flights carrying approximately 175,000 pilgrims in 2024. These are historical company figures, not future capacity commitments. Read the 2024 Hajj programme record and dated ground-coordination interview for that context.
Request a programme review
Send the intended rotation, aircraft and carrier details, stations, passenger volumes and requested services to sales@asm.aero. ASM can review Hajj flight support alongside fuel supply requirements. Service availability, airport capacity and approvals must be confirmed for the actual programme. Travellers researching an individual journey should use the separate private charter for Hajj guide.
